Swedish commercial property owners reading HNordic's content on UK MEES and EPC B requirements may wonder whether Sweden has an equivalent obligation. It does — operating under different legislation and a different metric, but pursuing the same goal.
Sweden's energy performance certificate — the energideklaration — is governed by the Energy Performance Certification Act (Lag 2006:985). It is mandatory for:
The certificate rates the building's energy use in kWh/m²/year — a direct energy intensity metric, not a letter grade. Lower is better. The certificate is valid for ten years and must be renewed on sale or lease renewal if the existing certificate is older.
The energideklaration is an asset rating: it measures the building's energy use based on its installed systems (heating, cooling, ventilation, lighting) and the building's physical characteristics. On-site generation reduces the metered net energy demand from the grid — the input that drives the kWh/m²/year figure downward.
Sweden is an EU member state and is subject to the Energy Performance of Buildings Directive (EPBD 2024). The EPBD requires member states to implement Minimum Energy Performance Standards (MEPS) — renovation obligations for the worst-performing buildings in the commercial and residential stock.
Boverket (Sweden's National Board of Housing, Building and Planning) has conducted a preliminary assessment of Sweden's commercial building stock. The preliminary MEPS threshold is approximately 174 kWh/m²/year. Buildings above this level will face renovation requirements by the EPBD's implementation timeline. Boverket's analysis indicates approximately 14,000 Swedish commercial buildings are expected to be affected.
This obligation is not yet enacted as Swedish law — the EPBD timeline and Boverket's implementing regulations are the current reference. The trajectory is confirmed; the specific compliance dates and procedural requirements are subject to national transposition.
On-site generation reduces the building's metered net energy consumption from the grid. The kWh/m²/year figure used in the energideklaration is based on the building's total energy consumption minus on-site generation consumed on-site. Battery storage maximises self-consumption of the generation — ensuring that the energy produced by wind and solar is counted as consumed on-site rather than exported to the grid.
The combined effect: the energideklaration figure falls in direct proportion to the reduction in net grid consumption. A building currently at 200 kWh/m²/year that installs sufficient on-site generation to reduce net grid consumption by 30 kWh/m²/year would reassess at 170 kWh/m²/year — below Boverket's preliminary MEPS threshold.
This is the same mechanism that improves a UK commercial EPC rating, applied under Swedish methodology. The physics are identical; the regulatory context differs.
